
NAVSEA FY-26 Standard Item 009-090 Deleted: What Ship Repair Contractors Need to Know
The Ship Repair and Alteration Committee (SSRAC) annually reviews and updates NAVSEA Standard Items, which establish uniform technical, quality, and administrative requirements for U.S. Navy ship repair contracts. These standards provide consistent contract language and help define the responsibilities of both government personnel and contractors.
A significant change in Fiscal Year 2026 is the complete deletion of NAVSEA Standard Item 009-090, “Technical Representative; Provide.” This change does not eliminate the need for Original Equipment Manufacturer (OEM) technical support when required. Instead, NAVSEA has shifted the guidance for obtaining OEM services to Appendix 4-E and project-specific work item language.
