NAVSEA Standard Items establish uniform technical, quality, and administrative requirements for the planning and execution of U.S. Navy ship repair work. They provide standardized contract language that defines minimum requirements for contractors and government personnel.
NAVSEA Standard Item 009-007 – Confined Space Entry
Standard Item 009-007 is a Category I Standard Item and is automatically invoked for all solicitations unless limited to a specific type of work.
The Standard Item establishes requirements for confined space entry and certification, including requirements associated with tanks, spaces, and piping encountered during ship repair work.
Shipyard Competent Person Requirements
Contractors are required to maintain a current roster of designated Competent Persons and copies of certificates of completion for the required training in accordance with the Supervisor.
When requested by the Supervisor, contractors must submit a legible copy of the applicable documentation on approved transferable media.
CHT and MOGAS Tank and Space Requirements
Additional NAVSEA Standard Item requirements apply when accomplishing work in Collection, Holding and Transfer (CHT) and Motor Gasoline (MOGAS) tanks, spaces, or associated piping.
These requirements are important when confined-space work involves areas where additional entry, inspection, certification, or safety controls apply.
Process Control Procedure 009-087
NAVSEA Standard Item 009-087, Process Control Procedure (PCP), is required for the disinfection of each affected potable water system, including tanks, pumps, piping, and hoses, when applicable.
A halogen (chlorine) residual test is required for each affected potable water system. Acceptable free available chlorine (FAC) levels must meet the minimum requirements specified by the applicable Standard Item.
Certification Requirements
NAVSEA Standard Item 009-088 addresses certification requirements for confined-space work. Certification includes requirements concerning entry restrictions, worker safety, and hot-work safety in accordance with applicable references.
The requirements also address CHT and MOGAS tanks, spaces, and associated piping, including inspection of adjacent tanks, spaces, or piping when the scope of repairs could result in a certification requirement during accomplishment of the Job Order.
Key Point for Ship Repair Contractors
Documentation identifying the applicable tanks or spaces to be opened or certified must be submitted to the Supervisor on approved transferable media at least one day prior to opening the tank or void.
