NAVSEA Standard Items FY-26 Change 1: Understanding the Deletion of Standard Item 009-090

The October 2026 edition of Ship Repair Insights explains the deletion of NAVSEA Standard Item 009-090, Technical Representative; Provide, from the FY-26 Change 1 release. Although this standard item has been eliminated, the need for Original Equipment Manufacturer (OEM) technical support may still exist. Contractors should follow Appendix 4-E guidance and clearly define the required OEM services, scope, roles, and deliverables within project-specific Work Items. Understanding these changes helps ship repair contractors align with NAVSEA requirements, improve contract clarity, and support effective planning and execution of U.S. Navy ship repair projects.
